Yes, all lists must now be move update compliant in order to receive ANY postal discount. There are various methods to meet this requirement - NCOA(link) being the most popular. What is NCOA?

NCOA stands for National Change of Address is a database maintained by the USPS. When we perform an NCOA we take your mailing list and run the names through the database to determine which records on your list have changed.
